Article 7 : Meetings of the District-Committees

1) The meeting of the District Executive Committee of the party shall be held at least once within two months and the District Committee of the party once in three months:

The agenda may include report on the activities of the Party during the period and review of the political situation in the State
as well as in the District and also the important circulars and resolutions received from the SC.

The President shall be free to call the meeting of the Party Committee or the Executive Committee as and when necessary to discuss any important matter/matters.

Article 8 Sub clause (i) to (ii)

In the absence of sufficient number of women candidates to provide 33% reservation for women and SC/ST candidates to provide 20% reservation for SC/ST members in the Executive Committee of any Party Committees, the necessary number of women and SC/ST members to make up the deficiency in the number of those sections in the Executive Committee shall be nominated from those sections to the Executive Committee of every Party Unit provided that the increase in the total number of Executive Committee members brought about consequent on the nominations thus made shall be ignored.

Article 9 : Constitution of subordinate Committees

Constitution and jurisdiction of the Committees subordinate to District Committees like Block/Constituency Committee, Panchayat/Town, Area Committee, Primary/Ward Committee will be decided by the State Committees.

Unit / Ward Committees

i) A Primary Ward Committee may be constituted in wards of Grama Panchayats or Municipal wards where party has a minimum of 20 members in that unit. If there are no sufficient number of members in that ward/unit that Ward may be combined with adjacent ward/ unit, forming a single unit and that unit shall include all the members in that wards/ units as the case may be.

The Unit Executive Committee will have 9 members including the President and office bearers elected from among the members of the Unit.

1) Panchayat Committee / Mandal Committee.

Will comprise of all the wards within the Grama Panchayat and shall consist of the following:

a. All active members of the Party in the Panchayat.
b. The Unit Presidents
c. The Ex Presidents of the unit who have completed a term of 365 days and continue to be Active Members of the Party.
d. The President and members of the Panchayat who are members of the Party.
e. The members who are co-opted by the Executive Committee of the Party from special elements not adequately represented in the Committee and others in accordance with the rules of the party.

The Panchayat Committee shall elect from among is members an Executive Committee consisting of not more than 11 members including the President and the other Office Bearers.

The Panchayat-Committee shall elect six delegates to the constituency committee.

All the members except the co-opted members will have the power to exercise vote. The co-opted members will have no right either to vote or to contest as a candidate in their capacity as a co-opted member.

2) Town Committee / Mandal committee.

The Town Committee will have jurisdiction over all the wards in that town. The Town Committee shall consist of :

1. All active members of the party in the town.
2. The Presidents of the Ward Committees.
3. The Ex-Presidents of the NCP Town Committee who have completed a term of 365 days and who continue to be Active Members of the Party.
4. The Chairman and Members of the Municipal council who are members of the NCP
5. Members who are co-opted by the Executive Committee from special elements not adequately represented and others in accordance with the rules of the Party.

The co-opted members will have no right either to vote or to contest as candidate in their in capacity as co-opted members.

The Town Committee shall elect from its members an Executive Committee consisting of not more than 11 members including the President and Office Bearers.

The Town Committee shall elect six delegates to the constituency committee.

3) City Division Committee.

City Division Committees of the Party may be constituted in Divisions of the Municipal Corporations where the Party has a minimum of 50 members in that Division. If there are no sufficient number of members of that division to form a City Division Committee such divisions may be combined with adjacent divisions forming a single Division Committee and that Division Committee shall include all the members in the division or divisions as the case may be.

The Councilor elected from the Division and the member of Legislature Assembly elected from the Constituency which consists of that division or the member of the Assembly or Parliament who reside in that division shall be ex-officio members of the Division Committee.

Ex-Presidents of the City Division Committee who have completed a term of 365 days and who continue to be Active Members of the Party.

The City Division Committee shall elect from amongst its members a Division Executive Committee consisting of 10% of the party members of the Division Committee subject to a minimum of 11 members including the President and other Office Bearers.

4.) Area Committee / Mandal Committee

Area Committees of the party may be formed by the District Committee consisting of certain number of Divisions of the City corporation as decided by the District Committee in consultation with the constituency committee and such Area Committees will have jurisdiction over all the Division Committees within the area.

The Area Committee shall consist of :

1) All the active members of the party in the area.
2) Presidents of the city Division Committees within its jurisdiction
3) Ex-Presidents of the Area Committee (Mandal Committee) who have completed 365 days and continue to be active members of the party.
4) Party Councillors of the City Corporations Divisions in the area.
5) N.C.P. Members who represent the area in the assembly or in the parliament.
6) Members of the City Corporation, Assembly or Parliament who are members of the party and reside within the area.
7) Members co-opted by the executive committee from special elements not adequately represented & others in accordance with the rules of the party.

The area committee shall elect from amongst its members an executive committee consisting of not more than 11 members including the President and office bearers.

The area committee shall elect six delegates to the constiuency committee.

The co-opted members will have no right to vote or to contest as a candidate in their capacity as co-opted members.

5) The Constituency/Block Committees

Will have jurisdiction over all the Panchayat/Town and Area Committees in the Assembly Constituency/Block area.

The Constituency/Block committee shall consist of:

1. Six delegates elected from each of the Panchayat/Town/Area Committees under its jurisdiction.
2. The Presidents of the Panchayat/Town/Area Committees within its jurisdiction.
3. Ex-Presidents of the Constituency/Block /Area Committees who have completed a term of 365 days and continue to be Active Members of the Party.
4. Presidents of the Taluka Panchayat/Chairman of Municipal Council, Members of the Municipal Corporations from the Area and members of the Block Panchayat Samities, within the Constituency and the member of the District Panchayat of the District Division which is part of that Assembly constituency and the MLA from the Assembly Constituency, and the member of Parliament who are members of the NCP.
5. Members co-opted by the Constituency Executive Committee from special elements not adequately represented and others in accordance with the rules of the Party.
6. District Committee members and State Committee members who reside within the Block area/Assembly Constituency.

The co-opted members will have no right either to vote or to contest as a candidate in their capacity as a co-opted member.

All the members except the co-opted members will have the right to vote but only the delegates elected from the Panchayat/Town/Area Committees will be eligible to be elected as President or other Office Bearer.

The Constituency/Block/ Committee shall elect from amongst its members an Executive Committee consisting of not more than 15 members including the President and other Office Bearers. The Constituency Committee shall elect by secret ballot six delegates to the District Committee.

The Constituency/Block/Taluka Committee shall elect by Secret ballot delegates to the State Committee according to the voters strength in the constituency as hereunder, electing one member if the voters strength is 50,000 or below, two members if the voters strength is above 50,000 and upto 1,00,000 and three members
if the voters strength is above 1,00,000

The number of delegates to be elected to the State Committee from each constituency/Block on the basis of voters' strength will be determined by the D.C. on basis of the number of voters in the voters' list of each Constituency.

6) Consituency Committee
The election of the executive committee and office bearers of the constituency/Block committee, the delegates to the District Committee and the delegates to the State Committee shall be conducted at the first meeting of the new constituency Committee called by the A.R.O. The A.R.O. shall preside over the meeting, the venue, date and time of which will be fixed by the A.R.O.

7) The District Committee

The District Committee will have jurisdiction over the area prescribed by the State Committee as provided for in the Party Constitution.

The District Committee shall conisist of :

1. Six members elected by each Constituency committee as delegate to the District Committee
2. All ex-Presidents of the District Committee who have completed a term of 365 days and continue to be active members.
3. Presidents of Constituency Committees.
4. Members of WC who reside in the District.
5. Members of legislature parties of the NCP both in Parliament and in the Assembly from the District.
6. Leaders of the Municipal Corporations, Municipalities, Zilla Parishad/ District council who are members of the party.
7. Members co-opted by the Executive Committee from special elements not adequately represented and others in accordance with the rules of the party.
8. All members of the S. C. residnig in or elected from the District

All the members except the co-opted members will have right to vote but only the delegates elected from Constituency Committees will be eligible to be elected as President or as other office bearers.

The co-opted members will have no right either to vote or to contest as a candidate in their capacity as a co-opted member.

The District Committees shall elect from among its members an Executive Committee consisting of 15 members including the President and other Office Bearers.

For this purpose the members shall assemble at the venue, date and time fixed by DRO and DRO shall preside over the meeting.
