All abbreviations of the names of Party Committees occurring in the constitutions
such as NC, WC, SC, UTC, RC, DC, CC, AC, CDC, TC, PC and UC may be read as
NCP-NC, NCP-WC, NCP-SC, NCP-UTC, NCP-RC, NCP-DC, NCP-CC, NCP-AC, NCP-CDC, NCP-TC,
NCP-PC and NCP-UC
Under
Article 6 :
MEMBERSHIP
:
A)
Membership forms shall be printed
by the State Committee with the
previous consent or authorisation
of the National President or
the General Secretary Incharge
of the State. A code number for
each State will be allotted by
the National Committee. Separate
forms should be printed for Primary
Membership and Active Membership
and separate serial numbers also
may be given for Primary Membership
and Active Membership. The State
Committee should inform the National
Committee the total number of
membership forms printed in each
category before the distribution
of books are made. The membership
forms should be bound in books
of ten forms. The model of the
Membership forms are given at
the end of these rules.
B)
Distribution of Membership
forms :
The state committee shall distribute the membership forms through the District
Committees on proper receipts and they in turn will distribute them to the
Constituency Committees and the Constituency Committees will issue them to
PCs, TCs or ACs as the case may be, all on proper receipts.
C)
Complaints regarding the issue
of membership forms :
If any person or unit is denied membership form by the PC/TC/AC the persons
or units can approach the CC for membership book and the CC may direct the
PC/TC/AC concerned to issue him/her or to the unit the membership books and
if the PC/TC/AC again refuses to issue the books to him/her or to the unit
the CC can directly issue books to him/her or to that unit. If any lower committee
is not issued sufficient number of membership books by the higher committee,
that aggrieved committee can complain against that higher committee who denied
the required number of books and that higher units whom the complaint has been
preferred with can direct the lower committee to issue sufficient number of
books to the aggrieved committee and if the direction of the higher committee
is not complied with by their lower committee the higher committee concerned
shall issue the membership to the aggrieved committee directly. If membership
books are denied to any committee or individual without valid reasons disciplinary
action can be taken against them after giving them an opportunity to explain
the action.
D)
The Panchayat/Town/Area committees
are responsible for enlisting
members into the Party through
active members or through unit
committees. During the period
of membership campaign members
may be enlisted by making door
to door visits.
Sealing
of Membership :
E)
As soon as the closing of membership,
the Panchayat Committee/Town
Committee/Area Committee shall
collect the books of membership
issued to units or individuals
and prepare lists of Active Members
and Primary Members of the party
separately enrolled
in their jurisdiction in duplicate
and submit one copy of the list
with the total amount collected
as membership fee to the Con
stituency Committee. The books
both used and unused shall also
be returned to the Constituency
Committees.
F)
The Constituency Committees in
turn shall consolidate the lists
of all Panchayat Committees,
Town Committees and Area Committees
and prepare four copies of the
consolidated list and submit
them to the district Committee
with full amount collected by
way of membership fee from them.
All the books used and those
unused shall be returned to the
District Committees.
G)
The District Committees, on receipt
of the entire amount collected
as membership fee from the Constituency
Committees shall submit the entire
lists of membership submitted
by the various Constituency Committees
to the person authorised by the
State President for sealing the
membership lists. That authorised
person shall visit the District
Office of the Party on the appointed
date as per the schedule and
receive the lists of membership
as well as amount of membership
fee collected from the members
and after verification can affix
the seal of the State Committee
on the lists of membership as
a mark of approval by the State
Committees and temporary receipts
for the amount received should
be issued on the spot to the
District Committee. Two copies
of the approved lists shall be
returned to Block Committees.
The District Committees shall
retain one copy with them and
the other copy together with
the entire amount of membership
fee should be handed over to
the State Committees as soon
as possible. The District Committees
shall publish the approved list
of membership in their offices.
H)
Disbursement of Membership
Fee :
The
State Committees will issue proper
receipt to the District Committees
for the entire amount received
towards membership fee. They
may keep their share of the membership
fee as well as the share of the
Central Committee with them and
return the balance amount in
full to the District Committees
on proper receipts. The District
Committees in turn should return
the share of
lower committees to the Constituency
Committees and through them to
the Panchayat Committees, Town
Committees, and Area Committees
on proper receipts. One copy
of the list of approved membership
sealed by the State Committee
shall be returned to the Constituency
Committees and the Constituency
Committees shall publish the
list of approved membership at
the office of the Constituency
Committees. The District Committee
in consultation with the Constituency
Commitees the Panchayat Committees,
Town Committees, Area committees
can decide how the share of Block
Committees and lower committees
is to be divided among themselves.
The Panchayat Committees, Town
Committees, Area Committees as
the case may be, shall keep a
copy of their membership list
with them and make it available
to the Returning Officer who
conducts the election at the
unit level.
I) The
SC may keep a copy of the approved list of membership in their office for
scrutiny whenever necessary. The consolidated list of Active Members may
be prepared and sent to the National Committee.
J)
Approval of Membership from
National Committee:
The State Committee shall send to the National Committee a detailed report
on membership campaign and a statement of total number of membership forms
printed and the total number of primary and active members enlisted and with
an amount equal to 10% of the total amount of membership collected. On receipt
of the amount and the statement, the approval for the membership enrolled by
the State Committee will be accorded
by the National Committee. Any committee failing to comply with the above provisions
will be liable for disciplinary action.
K)
The District Committees shall
return the unused membership
forms and books to the State
Committee and proper acknowledegment
should be issued for them to
the D. Cs. The State Committee
shall maintain a register for
the issue of membership books
and also record the return of
unused membership books in the
register. The District Committee
and Sub-ordinate Committees shall
also maintain similar Registers.
L)
Permanent Membership Register
:
Separate permanent registers for primary members and active members should
be maintained in the Constituency and District Committees. The Permanent Register
maintained shall contain the following particulars.

M)
Training for Active Members
Active
members of the party shall undergo
party training for a minimum
period of five days every year
at the State Level or District
level training camps.
The
training programme will include
:
1.
Classes and discussions on ideologies
and policies of the party.
2. Strengthening activities of the party and frontal organisations.
3. On cultural and social activities.
4. Practical training in development activities.
N)
Promotion of Constructive Activities
The
Active members of the party shall
promote one or more of
the following constructive Activities :
1.
Education
2. Literacy movement
3. Cooperation
4. Consumer Movement
5. Preservation of environment
6. Sports and Games
7. Arts and Culture
8. Welfare activities
9. Rural Development
10. Seva Dal
11. Labour movement
12. Youth movement
13. Student movement
14. Kisan movement
15. Khadi & village industries
16. Any other Programme laid down by WC
O)
Identity cards :
District
Committees will issue identity
cards to each active member with
his/her photograph and with signatures
of D. C. President and SC President
with the date of issue of that
card and for this purpose the
members shall submit a copy of
his/her passport size photograph.
P)
contribution to party fund
:
Each
Active Member shall contribute
to Party Fund a certain percentage
of his/her monthly/ Annual income.
The quantum of contribution may
be decided in consultation with
the member concerned. Proper
receipt shall be issued by DC
for Party Fund remitted by each
member.
The
DCs should send a statement of
the Fund thus collected from
Active Members to the State Committee,
who will send to the National
committee a consolidated statement
of the party fund thus collected.
Q)
The fund received from Active
Members as per Article 6 (XVI)
will be distributed among the
party committees as hereunder
:
Reserve
for Central Election Fund 50%
National Committee 20%
State Committee 15%
District Committee 15%
R)
Active member to be elected
:
Only
active members shall be elected
as President of Unit Committees,
delegates to Block or higher
bodies or Presidents and Office
Bearers of Party committees or
as office bearers of frontal
organisations at National, State,
District or Block level.

RENEWAL OF MEMBERSHIP
Renewal
of Primary membership shall be
deemed to have been made
by depositing the membership
fee together with the request
for renewal from the member.
The renewal of Membership shall
be entered in the Permanent register
and separate receipt may be issued
for the renewal of membership.
Active
membership may be renewed on
the approval of renewal application
in form C- duly filled by the
member and recommended by the
Committee under which he/she
works. The conditions laid down
for active membership will be
considered to have been fulfilled
unless the District Committee
or any other party committee
reports against his/her continuance
as active member of the party.
The final decision in such cases
will be taken by the State Committee.
The
renewal of Active Membership
should be recorded in the Permanent
Register for Active Members and
proper receipt shall be issued
to the applicant. The removal
of any active member by the committee
should also be entered in the
Permanent Register.
The
State Committee shall print separate
receipt books for renewal of
primary and active membership
and distribute them though the
District Committee.
T) On
the expiry of the period of renewal
of membership, the Constituency
Committee shall submit a list
of Active members who have renewed
their memberships to District.
The District Committee shall
thereafter, send a consolidated
list of Active Members who have
renewed their active memberships
to the State Committee.
