This National Convention of the Nationalist Congress Party under the chairmanship of its President Shri Sharad Pawar is happy to note that the initiative the party had taken for the formation of United Progressive Alliance in 2004 has been well accepted by the people of the country as evidenced by the second term they have chosen the UPA with a comfortable majority to lead the country to further progress.
As at a time when the countries all over the world are passing through a serious economic recession, the UPA Govt. under the leadership of our Prime Minister Dr. Manmohan Singh has taken care to see that the world recession did not affect our economy seriously and we have been able to maintain reasonable growth percentage in the country’s economy.
In spite of the climate change and the serious draught situation, we have experienced in certain parts of the country recently the agriculture ministry has recorded commendable growth in the agriculture sector. The farming sector which sustains the livelihood of about 2/3rd of the population has attained record production in the last year.
NCP welcomes the steps taken by the government in promoting social justice by providing reservation for students in higher institutions of education as well as the seriousness with which the government is implementing the Sachar Commission Recommendations.
The reform in the judicial system has been pending long. The accountability of the judiciary and disposal of crores of cases pending for years in the different courts in India needs serious attention and speedy decision. Justice delayed is justice denied. The government has to take necessary steps for early solution of the problem.
The abnormal rise in prices is causing great difficulty to the common man. Recent draught situation in certain parts of the country has caused a little spur in the prices of essential articles including vegetables. But the government is seriously monitoring the situation to make essential commodities available at reasonable prices. This warrants more intervention by the state government in the market, over and above strengthening of the Public Distribution System which will curtail the rise in prices of essential commodities to some extent. At the same time the government of India should take effective steps to arrest the tendency of ever increasing prices of essential commodities.
We have taken several steps for the empowerment of women socially, economically and politically. But it is a blot on the political party leaders that the Bill providing reservation of 33% of seats for women in the parliament as well as in different state assemblies are still held back. This National Convention of NCP, therefore, calls upon the government of India to get the Bill passed in the parliament without any further delay.
This Convention is anxious about the increasing threat coming from terrorist forces monitored by outside agencies. This has become a matter of serious concern for the people. We condemn those countries who give shelter to the terrorists or promote them. This Convention seeks the active and immediate intervention of the international community to contain terrorism.
The prolonged procedural delay in handling cases involving terrorist activities and the inadequacy of the judicial officers for punishing the culprits is indirectly helping terrorists. This National Convention calls upon the government to revamp the judicial system, set-up necessary number of courts and judges so as to expedite the process of justice to all concerned.
The announcement of the central government agreeing to the creation of a separate Telengana state had led to political crisis pushing the state to a battlefield by various political parties. Inspired by the stand of the central government, more and more people are taking to streets, demanding formation the formation of new states. NCP does not agree to the approach of deciding things in a haphazard manner.
So taking cognizance of the aspirations of the people in different parts of the country and the growing demand for more and more smaller states, this National Convention of the Nationalist Conges Party urge the government of India to constitute a second state reorganization commission, which will examine the various aspects of the issue and make necessary recommendation in this regard to the government.
The central government must send clear signal to the people of the country that it takes up seriously the avowed task of undertaking the welfare of the poor and the deprived sections and a renewed strategy to focus speedy development in those areas where the pace of development has not been kept up with that of the rest of India.
NCP is playing a vital role in saving the country from the clutches of the communal forces and terrorist outfits. NCP believes that better coordination among the UPA partners and cooperation of other secular forces are needed to get over the situation and carry forward our economy clearing out of the economic crisis under the grips of which the global economy is reeling.
This National Convention calls upon the people of the country especially the youth to extend full support to the Nationalist Congress Party and strengthen the hands its President Shri Sharad Pawar in our efforts to solve the problems the country is facing and to provide a better future for the people of this country.
