25th May 1999 is the Red Letter Day for the country. It was on that day that the Nationalist leaders Shri Sharad Pawar, Shri Tariq Anwar with hundreds of their political supporters assembled at No. 6, Gurudwara Rakab Ganj Road, New Delhi and took the historic decision to form a new Political Party under the name 'Nationalist Congress Party'. Shri Sharad Pawar was elected President and Shri Tariq Anwar, General Secretary of the party.

Shri. Anwar firmly supports and believes that NCP's idelogy is of holistic democracy anchored on Gandhian secularism, equity, social justice and federalism based National Unity.

Shri Anwar belongs to a reputed family of Bihar and remained associated with freedom struggle. Grandfather Barrister Shah Mohd. Zubair was the President of Bihar-Orissa Pradesh Congress Committee way back in 1930's. He was Member of Council of States from Bihar. Father Late Shah Mushtaque Ahmed was Member of Bihar Legislative Assembly. He was also President of Anjuman Taraqui Urdu, Chairman of Bihar Urdu Academy and Chairman of Bihar State Sunni Waqf Board. Started career as a Journalist and was Founder Editor of a weekly tabloid CHHATRA which was publisehd in Hindi from Patna in 1972-74. He was Editor of YUVAK DHARA first a weekly tabloid and later a fortnightly magazine which started publication in Patna from 1974 and then published from Delhi from 1982. He was also Editor of Tanzeem Times a monthly magazine published in English from New Delhi from 1986. He was also Chief Editor SADAKAT VANI a monthly magazine published in Hindi from Patna from 1988. Presently he is the Editor-in-Chief of RASHTRAWADI SANKALP a fortnightly newspaper published in Hindi from New Delhi since 2001.

• Re-appointed as General Secretary, All India Congress Committee in June 1998 by the Congress President, Mrs. Sonia Gandhi and worked as General Secretary till 3rd February, 1999.

• Appointed General Secretary, Nationalist Congress Party by its President Shri Sharad Pawar on 23rd May, 1999 and continuing till date.
